Not a Factory Reset but have you tried a Hard Reboot? (Pressing and holding the Xbox Power button for 10 seconds) to see if you can access the Factory Reset option in settings after?

Please check this process if you cant access to settings
- Unplug the network cable if you're using a wired network connection.
- Power off your console, and then unplug the power cord to ensure that the console is completely powered off.
- Wait 30 seconds, and then plug the power cord back in.
- Plug the flash drive into a USB port on your console.

Press and hold theBIND button (located on the left side of the console) and theEJECT button (located on the front of the console), and then press theXbox button on the console.
Note The Xbox One S All-Digital Edition does not have anEJECT button. On this console you only need to hold theBIND button (steps 5 & 6) and then press theXbox button.
- Continue holding theBIND andEJECT buttons for 10-15 seconds.

Listen for two "power-up" tones a couple of seconds apart.
Note If you don't hear two power-up tones after 15 seconds, it means this failed. Likewise, if you hear any "power-down" chirps, that also means this failed.
- You can release theBIND andEJECT buttons after the second power-up tone.
- When the console restarts, remove the flash drive.
- Once the console restarts, you should see the digital setup experience to guide you through resetting your console.
Note The console restart may take several minutes. If you're using a wired connection, plug your network cable back into the console. If you have never connected your console to the internet, you will need to connect at least once during the system setup process.

You can do it through these methods:
1. press and hold the power button for about 7 seconds
2. press and hold the synch button on the left hand side of the console, at the same time as holding the eject button on the front of the console
3. Whilst holding those two buttons, tap the power button (you'll hear one power up tone)
4. keep holding the two buttons until you hear second power up tone
5. you'll hear a "bleep" kind of sound, then let go of the buttons
it should boot directly into factory reset screen.

I dont have access to a flash drive.
As others have already described:
Turn the console off by holding the power button on the console for about 10 seconds.
On your All Digital console hold the bind button, and keep it held down while you turn on the console by pressing the power button.
Keep the bind button held down until the console shows you a rescue menu. There you can try to do a factory reset.
If that still doesn't resolve your issue, you need to borrow or buy a USB flash drive with at least 4GB capacity. You can get those for less than 5US$, or a bulk pack of 10 for less than 30US$ on Amazon here: https://www.amazon.com/dp/B00JB3NXIS/ref=cm_sw_em_r_mt_dp_U_V2eHEb5DJBDYX.

Ok, try a hard reset (holding power button for 10 seconds) adn then try access the settings.
If it still not working, try to remove the power cable and leave it for 10 minutes: try to power up the console while it is without energy (it should not be necessary, but could consume every last bit of energy flowing around with no reason).
Then plug it in and try to access settings.
If it is still not working then try, as others have suggested the pen drive usb method: link to the xbox support explaining the method
